A Bill of Rights for All Children with Visual Impairment and their Families
Meaning and significance of the ECC
Existing law
ECC is allowed but not required
Substantive Provisions: ECC
New requirement for LEAs
Evaluate ECC need and provide instruction as needed.
Designation of specialists
Compensatory services provided by a TVI, with other specialists needed.
O&M provided by an O&M, with other specialists needed.
All other ECC areas provided collaboratively by TVI, O&M, other specialists.
List of ECC elements
Services outside of school hours
Must be offered if needed to allow student full access to core curriculum (both TVI and O&M)
With approval of parent/guardian
Services in home or community
Required when needed (both TVI and O&M)
Parent training is allowed
TVI and O&M communication with outside agencies is allowed
Substantive Provisions: Workload Analysis
TVI and O&M workloads must be manageable
To provide ECC
To fulfill all other job requirements
Workload analysis required
Using professional recognized analysis tools
Considering direction instruction, consultation, prep, travel, and other duties
Annually
Administrator uses results for caseload assignments and hiring decisions
State reimbursement for costs
